Project Management (PM) Tendering Package and for EPCM contract

Minerals Development Oman (MDO) is the largest mining concessions owner in Oman with total concessions area of 21,955 km². MDO existing portfolio consists of 10 companies. Mazoon Mining LLC (MMC) which was established back in 2018, is one of these 10 companies fully owned by MDO.

MMC has the mandate of developing the Yanqul Copper-Gold Project located in Wilayat of Yanqul in Ad-Dhahirah governorate in the Sultanate of Oman with an area of about 370 km². The project consists of the construction of 5 mines which occupy 10% of the total area, a processing plant, a tailings storage facility and other related infrastructures.

For this purpose, MCC has completed the feasibility study and preliminary design of the project and for which it has launched a request for proposals to experienced consultants for preparing the Invitation to Tender (ITT) package for the EPCM contract.

Progesys’ mandate is to provide MMC with the support needed in the preparation of the ITT and then during the tendering process further evaluate the tenders technically. Therefore, the work mandate is divided into 2 stages including the following tasks:

SERVICES INCLUDE:

PHASE 1: (Support in ITT preparation) 

• Conducted a thorough review of the previous studies and documents of preliminary stage.
• Prepared Commercial Terms and Conditions according to the industry standards.
• Prepared Project HSE requirements according to Oman HSE regulations and standards.
• Developed Project Scope of Work, project specifications and requirements for tenders.
• Prepared EPCM contract document on behalf of MMC for approval.
• Performed work related to ITT package including the invitation to tender letter, instruction to tenders, scope of work, drawings, General, Special and Particular conditions and proposed EPCM contract.
• Developed with the owner team a prequalification process for EPCM Contractors.
• Prepared tender evaluation sheets that include all the technical and commercial evaluation criteria.
• Submitted final documents to MMC for review and approval.

PHASE 2: (Support in Tendering process )

• Develop, prepare and issue documents to all pre-qualified tenderers for bidding.
• Plan Site visits for potential contractors.
• Manage all the communications with tenders, addendums and clarifications to prepare the bid opening.
• Assist the MMC in selecting the contractor that best meets project and client requirements.
• Evaluate Technical and Commercial bids received from contractors and report to the client.
• Provide recommendations to MMC for the contract Award.
